An Oklahoma City man arrested three times in less than two weeks for alleged sexual attacks on women is now in custody on an attempted rape allegation after prosecutors twice declined to file state charges in earlier incidents.
Jeffery Asare, 26, was first arrested Aug. 1 after multiple women reported sexual contact near Northwest 23rd Street and Classen Boulevard, according to KOKH Fox 25 and KOCO 5. One woman told police Asare pushed her against a bus stop window and put his hands down her pants. A second woman said he came up behind her on Classen Boulevard and pulled her pants down before she pushed him away.
On Aug. 3, a judge found probable cause to hold Asare on indecent exposure and sexual battery charges and set bond at $50,000. Three days later, on Aug. 6, the Oklahoma County Jail said it received instructions from Oklahoma City police to release him.
The Oklahoma County District Attorney's Office, led by District Attorney Vicki Zemp Behenna, told KOKH that prosecutors did not file state charges because investigators could not identify two of the four reported victims and could not reach the other two.
Five hours after that release, police arrested Asare again following two separate reports near Scissortail Park. A woman told officers Asare walked up behind her, grabbed her buttocks multiple times and began digging in his pants. He walked away when confronted, and police later spotted and arrested him.
Court records dated Aug. 10, show a judge set another $50,000 bond for sexual battery. The jail said it received a release instruction that morning, and Asare walked out that afternoon. The DA's office said prosecutors recommended municipal charges, not state charges, for the Scissortail Park allegations.
Two days later, on Aug. 12, police arrested Asare a third time after an alleged attempted sexual assault on the Lake Hefner Trail. According to KOCO, Asare approached a woman from behind on the trail, pulled her down and attempted to rape her. Firefighters near the Lake Hefner fire station witnessed the attack, intervened and called police.
After reviewing the third case, the District Attorney's Office told KOKH on Aug. 17 that prosecutors agreed to charge the Lake Hefner case and revisit the two Scissortail Park incidents. Prosecutors asked the court to raise Asare's bond to $75,000, and court records show that amount now set on the attempted rape allegation.
Asare remains in custody.
As of Aug. 14, KOCO reported that formal state charges had not yet been filed in any of the three cases. The DA's office told KOCO it would accept all three incidents and file state charges once investigators formally present them, and that charges could potentially be upgraded. The office also said it plans to push for a bond higher than $75,000.
Court records show Asare has repeatedly participated in Oklahoma County's court-ordered outpatient program, known as CO-OP. In May 2025, the court approved him for CO-OP, and prosecutors dismissed a trespassing and obstructing case because he was enrolled.
