A 38-year-old Del City man is in the Oklahoma County Jail after Del City police say he struck and killed an electric bicycle rider while driving without a valid license.

Del City police arrested Phillip Langley after the early-morning crash that killed Kevin Blaylock Jr., 37, near the intersection of Southeast 24th Street and South Sunnylane Road. The collision happened around 12:30 a.m. Sept. 4, according to Fox 25.

Langley was driving a 2025 Chevrolet Trax northbound in the outside lane when he struck Blaylock, who was also heading north on his e-bike, News9 reported. The vehicle then hit a nearby light pole.

Blaylock was pronounced dead at the scene.

Officers responded to multiple 911 calls about the crash, according to KFOR. All parties were present when Del City police arrived.

Investigators determined Langley did not have a valid driver's license at the time of the crash. He was interviewed, arrested and booked into the Oklahoma County Jail on a charge of causing a fatal accident without a valid driver's license, the Del City Police Department said.

Under Oklahoma law, causing a death while operating a vehicle without a valid license is a Class B4 felony. A conviction carries up to five years in the custody of the Department of Corrections, a fine of up to $5,000, or both, according to state statute.

No statement from Langley or an attorney on his behalf appears in public records as of publication.

The investigation remains in its early stages, the Del City Police Department said as of Sept. 4. No court date for Langley has been announced.

The department is asking anyone who witnessed the crash or has video of the collision or the moments leading up to it to call (405) 677-2443. Del City police also urged residents and businesses near the scene to check surveillance cameras for any footage of Blaylock before the crash.
